WHEREAS, for 140 years, the Saint Paul Winter Carnival has served as a beloved community tradition and gathering place in the heart of Saint Paul, celebrating winter through iconic events, parades, ice sculptures, cultural programming, and family-friendly activities that have inspired and united millions of residents and visitors from around the world; and
WHEREAS, the Saint Paul Winter Carnival is the nation’s oldest and most renowned winter festival, showcasing the creativity, resilience, and spirit of Minnesota while honoring Saint Paul’s rich history, cultural heritage, and commitment to community celebration; and
WHEREAS, the Saint Paul Winter Carnival contributes significantly to the economic vitality of Saint Paul, supporting local restaurants, hotels, and small businesses, and generating millions of dollars in annual economic impact for the city and region; and
WHEREAS, the Saint Paul Winter Carnival has demonstrated a longstanding commitment to accessibility and inclusivity by offering free and low-cost events, welcoming people of all ages and backgrounds, removing barriers to attending and reflecting the diversity of the communities it serves through its programming, partnerships, and volunteer engagement; and
WHEREAS, the Saint Paul Winter Carnival provides a platform for local artists, performers, organizations, small businesses and community groups to showcase their talents, traditions, and creativity, while fostering civic pride and strengthening community connections; and
WHEREAS, the Saint Paul Winter Carnival’s signature events-including parades, ice and snow sculpting competitions, family activities, and cultural celebrations-have become defining traditions of Saint Paul’s winter season and an enduring source of joy for generations of families;
