Accepting the donation of registration, travel, and lodging expenses from the Vera Institute for the Office of Neighborhood Safety Deputy Director Rachel Holzemer to attend the Applied Executive Session #4 (AES 4) from May 12-14, 2026.
Body
WHEREAS, Deputy Director Holzemer has been invited by the Vera Institute to attend the AES 4 held in Durham, NC on May 12-14; and
WHEREAS, attending the AES 4 will serve as an opportunity to collaborate with other jurisdictions to co-architect a framework for public safety infrastructure outside of the criminal justice system, build alliances which impact communities across the country, and clarify the rationale and value of public safety anchor institutions; and
WHEREAS, the Vera Institute has offered to donate funds to the City of Saint Paul to cover all expenses related to transportation, hotel reservation, and conference registration for Deputy Director Holzemer; and
WHEREAS, pursuant to Minn. Stat. 465.03, the City is allowed to accept, by a resolution adopted by a two-thirds majority of the City Council, a grant or devise of real or personal property in accordance with the terms prescribed by the donor; and
WHEREAS, the City Council of the City of Saint Paul finds that attendance at the AES 4 benefits the City by providing an opportunity for the City of Saint Paul to participate in the development of a nationally designed framework for public safety infrastructure outside of the criminal justice system; now therefore be it
RESOLVED, that the Saint Paul City Council accepts the donation of registration, airfare, transportation, and hotel expenses from the Vera Institute for the AES 4 so that Deputy Director Rachel Holzemer may attend, and thanks them for their generosity.
