Purpose of Appeal: The house is still under the new construction building permit. The house caught on fire in the middle of the night. I do not understand why the house was registered as a vacant building by the city after the house fire. It should still be under the new construction building permit, not vacant building.

WHEREAS, in the matter of the Appeal of Lee Yang, Yangs Invest LLC, to a Vacant Building Registration Fee Warning Letter at 933 BEECH STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer's recommendation is to grant the appeal, as the structure was under construction and not definable under the Minnesota Residential Code as a structure, as it was not previously occupy-able at the time of the fire which triggered its referral to the Vacant Building Program; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
