Authorizing the Department of Emergency Management to apply for an annual Urban Area Security Initiative (UASI) grant from the Federal Emergency Management Agency (FEMA) to support regional preparedness and capabilities to prevent, prepare for, protect against, and respond to acts of terrorism.
Body
WHEREAS, the Department of Emergency Management is responsible for the maintenance and administration of a comprehensive emergency management and homeland security program within the City; and
WHEREAS, the Department of Emergency Management requests permission to apply for the annual Homeland Security Grant Program - Urban Area Security Initiative (UASI) grant from FEMA; and
WHEREAS, grant funds would allow the Department of Emergency Management to enhance regional preparedness and capabilities to prevent, prepare for, protect against and respond to acts of terrorism; and
WHEREAS, the grant amount would be up to $1,505,142.29 with a grant term of January 1, 2026- June 30, 2027 and the funding source for this grant is federal; and
WHEREAS, there is no match amount required of these funds by the City;
WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now therefore, be it
RESOLVED, that the Saint Paul City Council hereby authorizes the Director of Emergency Management to apply for FEMA’s FY25 Homeland Security Grant Program - UASI.
