Second Making finding on the appealed substantial abatement ordered for 947 FREMONT AVENUE in Council File RLH RR 25-34.

WHEREAS, the City Council adopted RLH RR 25-34 on December 16, 2025 which granted an additional 180 days and continue the original $5,000 performance deposit, and posted an additional $10,000, including updated work plan and schedule to repair the structure, correct all of the deficiencies listed in the Order to Abate Nuisance Building and the Code Compliance Report at 947 Fremont Avenue; and
WHEREAS, the Legislative Hearing Officer reviewed this case on June 23, 2026 to determine if the owner and/or responsible party abated the nuisance conditions and found these conditions were not abated, but recommends the Council 1) grant an additional 180 days pending submission of updated work plan, financing and affidavit if necessary; and 2) Forfeit $5,000 of $15,000 PD posted, and then forfeit an additional $2,500 each month (beginning in August) until project is complete and/or funds exhausted; now, therefore, be it
RESOLVED, that the Saint Paul City Council adopts the finding of the legislative hearing officer that the nuisance condition is not abated but recommended grant of additional 180 days if conditions met.
