Authorizing the City to enter into a two-year lease agreement with the Minnesota State Agricultural Society for the Saint Paul Police Department's use of interior office and exterior vacant land for its overflow impound lot during the winter months.

WHEREAS, since 2007 the City of Saint Paul ("City"), on behalf of the Saint Paul Police Department ("SPPD"), has leased interior and exterior space on property owned by the Minnesota State Agricultural Society ("State Fair") located at 1129 Cathlin Street ("Leased Premises") for the winter storage of motor vehicles impounded by the SPPD for violation of parking ordinances; and

 

WHEREAS, SPPD wishes to execute a new Lease Agreement ("Lease") with the State Fair for continued use as an impound lot; and

 

WHEREAS, the Lease, attached hereto as Exhibit A, provides for a term of one (1) year (commencing date of October 15, 2025 and an end date of April 1, 2027), with a one-year renewal option, (October 15, 2026 to April 1, 2027), and an annual rent of $25,500.00, plus a $10 per-vehicle fee to be capped at $40,000.00; and

 

WHEREAS, the License contains a mutual indemnification provision whereby each of the parties will be responsible for its own actions in connection with the Lease; and

 

WHEREAS, the City Council finds that use of the Leased Premises will serve a legitimate public purpose in assisting SPPD in its efforts to keep the public safe; now, therefore be it

 

RESOLVED, that the City Council hereby authorizes the proper city officials to execute said Lease in a form and content substantially as set forth in Exhibit A attached hereto.
