In my initial look at this, it seems like this is just as much (or more) a condemnation appeal as a vacant building inspection. Also, photo documents not loading into Word. Can this be examined?

WHEREAS, in the matter of the Appeal of Bruce Singer, Roblin Investments, LLC, to a Vacant Building Registration Requirement at 748 TATUM STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
WHEREAS, the Legislative Hearing Officer recommends that the City Council [recommendation]; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
