Approving the use of grant funds through the Ward 7 Neighborhood Star Year-Round Program for Barnwirth, LLC and the Parks & Recreation Department in partnership with the Southeast Community Organization.
Body
WHEREAS, on May 20, 2022, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Neighborhood STAR Year-Round Program for costs associated with façade improvements to Timeline Antiques, 1323 Payne Avenue and the addition of a new gate in Highwood Hills Park; and
WHEREAS, no matching funds were pledged for these project; and
WHEREAS, the Neighborhood STAR Board rated the Timelines Antiques project a 3.0 on a scale from 1 (low) to 5 (high); and
WHEREAS, the Neighborhood STAR Board rated the Highwood Hills gate project a 1.9 on a scale from 1 (low) to 5 (high); and
WHEREAS, due to the community significance of both projects, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match with private resources; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $9,097 for a Highwood Hills Gate and $10,000 for Timelines Antiques façade through the Ward 7 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
