Authorizing Pamela Koenig to proceed in form pauperis on her appeal of the Dangerous Dog determination made by the Department of Safety and Inspections.

WHEREAS, Pamela Koenig is the owner of a dog which has been determined to be dangerous pursuant to Saint Paul Legislative Code ยง200.12; and
WHEREAS, Ms. Koenig filed an appeal of the determination with the Minnesota Court of Appeals, and has requested leave to proceed in forma pauperis; and
WHEREAS, the City Council finds that the request is not frivolous, and that Ms. Koenig meets the guidelines for waiving court fees and costs to pursue her appeal; now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby authorizes Ms. Koenig to proceed in forma pauperis on her appeal of the determination by DSI that her dog is dangerous, and agrees that the costs of the filing fees, preparation of the transcript and other court costs and fees will be paid by the City.
