Requesting that Ramsey County make a request to the Commissioner of the Minnesota Department of Transportation to investigate and determine a maximum safe speed limit on Rice Street between Cottage Avenue and Larpenteur Avenue.
 
Body
WHEREAS, Rice Street between Cottage Avenue and Larpenteur Avenue is designated as County State Aid Highway 49 and is under the jurisdiction of Ramsey County; and
 
WHEREAS, the current speed limit on Rice Street between Cottage Avenue and Larpenteur Avenue is 35 mph; and
 
WHEREAS, the speed limit on Rice Street between Cottage Avenue and Larpenteur Avenue was last evaluated by the Minnesota Department of Transportation in 1994; and
 
WHEREAS, the adjacent uses and character of the neighborhood adjacent to Rice Street has changed since 1994; and
 
WHEREAS, Minnesota Statute 169.14 Subd. 5 allows local roadway authorities to request that the Commissioner of the Minnesota Department of Transportation complete an engineering and traffic investigation to determine what speed is reasonable and safe; and
 
WHEREAS, The City of Saint Paul believes that a reduction of speed limit on Rice Street to 30 miles per hour is in the best interest of all users of the roadway; and
 
WHEREAS, Ramsey County is the governing authority over Rice Street between Cottage Avenue and Larpenteur Avenue; now, therefore, be it
RESOLVED, that the City Council hereby requests that Ramsey County request that the Commissioner of the Minnesota Department of Transportation complete an engineering and traffic investigation and revise the speed limit on Rice Street between Cottage Avenue and Larpenteur Avenue from 35 miles per hour to 30 miles per hour.
