Preliminary Order setting the date of Public Hearing for July 26, 2023 to consider approval of the 2023 Mill and Overlay Program.

Body

In the Matter of approving all necessary work for the mill and overlay of streets in the 2023 Mill and Overlay Program, proposed improvements include removal of the top layer (2”) of the street and placing a new layer of bituminous pavement.

 

The streets to be improved are as follows (see maps):

 

Arterial

East Shore Drive: Wheelock Parkway to Larpenteur Avenue

Fairview Avenue: Randolph Avenue to Edgcumbe Road

Ruth Street and Algonquin Avenue: Burns Avenue to Stillwater Avenue

Victoria Avenue: Summit Avenue to Concordia Avenue

Residential

Como-Valentine Area (Phase I)

Cretin-Bayard Area (Phase I)

 

The Council of the City of Saint Paul, having received the report of the Mayor upon the above improvement and having considered said report, hereby resolves:

 

1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $5,013,538, financed by street reconstruction bonds, tax increment financing, sales tax revitalization, sidewalk program, general fund, and assessments.

 

2. That a public hearing be had on said improvement on the 26th day of July, 2023, at 3:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.

 

3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
