Authorizing the Police Department (SPPD) to submit an application for funds under a Request for Proposals issued by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety (OTS) DWI/Traffic Safety Officer program.

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, on June 21, 2022, the Minnesota Department of Public Safety (DPS), Office of Traffic Safety (OTS) released a Request for Proposals for the DWI/Traffic Safety Officer Program; and
WHEREAS, the Saint Paul Police Department (SPPD) has received similar grants from this program for several years, including an award for $125,000 in 2021; and
WHEREAS, the applications submitted will be for the SPPD to fund a traffic safety program in 2022-23 to dedicate an officer’s time to reduce dangerous driving behaviors and the deaths, injuries and property damage resulting from those behaviors; and
WHEREAS, the DPS requests that a grantee report matching funds, of an unspecified but minimal amount that can be fulfilled with already-budgeted funds; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the SPPD may submit an application for funds under the Request for Proposals from the Minnesota Department of Public Safety Office of Traffic Safety (OTS) DWI/Traffic Safety Officer Program.
