Authorizing the proper City officials to accept a gift stipend reimbursing travel and lodging costs for Assistant City Attorney Edmundo D. Lijo to attend the Cities for Action convening in New York City from December 4, 2024, to December 5, 2024.

WHEREAS, Cities for Action (C4A) is a coalition of nearly 200 U.S. mayors and county executives advocating for pro-immigrant federal policies and launching innovative, inclusive programs and policies at the local level; and
WHEREAS, Saint Paul is an active member of Cities for Action; and
WHEREAS, Saint Paul receives numerous benefits from membership and participation in Cities for Action including network coaching and strategy sessions, access to a diverse community of practice and member learning exchange opportunities, exclusive access to timely member resources, webinars, calls, and tailored programs that support communities in building a welcoming infrastructure; and
WHEREAS, in November 2024, Cities for Action called for a National Convening of member cities to take place in New York City from December 4, 2024, to December 5, 2024, to discuss how to continue supporting local immigrant and refugee communities living in our cities; and
WHEREAS, the Cities for Action invited Saint Paul Assistant City Attorney, Edmundo D. Lijo, to attend the National Convening to present on the Saint Paul Immigrant and Refugee Program’s efforts to support immigrant and refugee communities in Saint Paul and share best practices and lessons learned; and
WHEREAS, participation in the Cites for Action Convening provided an opportunity to acquire technical knowledge to develop and improve the City of Saint Paul’s Immigrant and Refugee Program; and
WHEREAS, attending the Cities for Action National Convening was also an opportunity to learn from other cities around the country on the best practices and lessons learned from their efforts to support immigrant and refugee communities living in their cities; and
