Title
Amending the financing and spending plan of the Public Library in the amount of $1,017,346 to utilize available capital maintenance and CIB Contingency funds for emergency and related cornice, water infiltration, and stone repair at the George Latimer Central Library.

Body
WHEREAS, the citywide 2020-2021 Capital Maintenance budget included funding to re-caulk the roof cornice of the George Latimer Central Library in 2021; and

WHEREAS, significant additional related repairs were identified after further inspection and exploration by City staff and contractors; and

WHEREAS, the Saint Paul Public Library received a proposal from Innovative Masonry Restoration to complete all necessary work for $1,088,000; and

WHEREAS, the Saint Paul Public Library is requesting use of $854,346 in available capital maintenance and CIB contingency to complete the cornice, water infiltration, and stone repair at the George Latimer Central Library; and

WHEREAS, the Saint Paul Public Library is requesting use of $139,000 from The Friends of the Saint Paul Public Library unspent contribution from grants received in 2020; and

WHEREAS, The Friends of the Saint Paul Public Library approved the use of the $139,000 unspent grant funds on a one-time basis to complete this emergency project rather than its original intended purpose; and

WHEREAS, the Saint Paul Public Library is also requesting to use $24,000 of Library’s share of the 2021 Parks and Library Capital Asset Revitalization to fund remaining balance of the project; and

WHEREAS, the Saint Paul Public Library has applied for $740,000 in grant funds through the State Library Construction Grant Program (requires 1:1 match, reimbursable after project completion) with award notification expected by July 2021; and

WHEREAS, it is the desire of the Saint Paul Public Library to amend the financing and spending budget for the project in the amount of $1,017,346; and
