Approving the Three Year Lease between the City and Second Chance Recycling at 60 Sycamore Street.

WHEREAS, the City of Saint Paul is the property owner at 60 Sycamore Street, Saint Paul Mn. 55117 where the Department of Public Works operates a solid waste and recycling service center; and
WHEREAS, the City of Saint Paul ("City") is entering into a 3-year lease agreement (the "Lease") with Second Chance Recycling LLC (“SCR”), a Minnesota limited liability company located at 60 Sycamore St, Saint Paul, Minnesota, 55117; and
WHEREAS, SCR will partner with the City’s Department of Public Works to provide bulky item furniture recycling services for the Saint Paul residents ; and
WHEREAS, the lease commences on May 1, 2026 and will terminate on April 30, 2029 and SCR has determined that it wishes to occupy the leased premises for its operations, as provided in Exhibit A attached hereto; and
WHEREAS, SCR will provide mattress and furniture recycling services, including retrieval of vacated furniture items citywide, saving the City $110,500 annually in labor costs and an estimated $100,000 in disposal costs and another $28,000 in county fees annually; and
WHEREAS, the Real Estate Section of Financial Services has determined that the value of SCR's in-kind services exceeds the market rent for the leased space so that rent is discounted to $1 per year; now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby approves the Lease as described above, and authorizes the proper city officials to execute the Lease in a form and content substantially as set for in Exhibit A attached hereto.
