Authorizing the Office of Financial Services to accept a $15,000 grant from the National League of Cities focused on municipal Pre-Natal through Age 3 strategies for the Office of Financial Empowerment.
Body
WHEREAS, the City established an Office of Financial Empowerment (the “Office”) within the Office of Financial Services; and
WHEREAS, the Office was chosen to be in a National League of Cities cohort focused on pre-natal through age 3 with Atlanta and Fort Worth (hereinafter “NLC Cohort”); and
WHEREAS, upon the Office’s inclusion in the NLC Cohort, the National League of Cities offered the City a grant in the amount of $15,000 to support CollegeBound Saint Paul, the City’s College Savings Account program (hereinafter “Cohort Grant”); and
WHEREAS, the National League of Cities requires the City, in accepting the Cohort Grant, to enter into a collaborative, technical assistance relationship from May 2019 through December 2019, in the form and substance of the attached grant agreement; and
WHEREAS, the CollegeBound Saint Paul program is focused on newborns living in Saint Paul with the goal of improving early childhood development and financial security outcomes for program participants; and
WHEREAS, the goals and objectives of the Cohort Grant aligns with the goals and objectives of CollegeBound Saint Paul; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter and by receipt of the Cohort Grant, certifies that there is available for appropriation funds of $15,000 in excess of those dedicated to CollegeBound Saint Paul in 2019; now, therefore, be it
RESOLVED, that the City Council of Saint Paul does hereby:
1. Authorize the Office of Financial Services to accept the Cohort Grant from the National League of Cities in the amount of $15,000 for CollegeBound Saint Paul.
2. Authorize the appropriate City officials to execute and implement the attached grant agreement.
