Title

Authorizing the Department of Planning and Economic Development to apply for the Local Climate Action Implementation Grant Program from the Minnesota Pollution Control Agency (MPCA), which has a match requirement, to improve energy efficiency for low-income, single-family homes through the Power of Home.

Body

 

WHEREAS, the Department of Planning and Economic Development would like to apply to the Local Climate Action Implementation Grant Program from the Minnesota Pollution Control Agency, which; seeks to provide direct benefits to communities with higher concentrations of low-income residents, environmental justice areas, and people of color; and

 

WHEREAS, the Saint Paul Power of Home program improves the health, safety, and comfort of income-qualified homes through electrification and equipment upgrades; and

 

WHEREAS, the Power of Home program provides households one-time grants of up to $50,000 for necessary upgrades; and

 

WHEREAS, the MPCA has made implementation grant funding available through the Local Climate Action Implementation Grant Program to support local implementation projects, which seek to provide direct benefits to community residents to better address the changing climate; and

 

WHEREAS, PED requests permission to apply for a $50,000 grant with a term of March 2026 - June 2027, and the funding source for this grant is the State of Minnesota; and

 

WHEREAS, the grant requires 50% in matching funds, and the source for these funds is from the Power of Home Program budge; and

 

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and

 

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it

 

RESOLVED, that the Saint Paul City Council authorizes the Department of Planning and Economic Development to apply for the MPCA Local Climate Action Implementation Grant Program.
