WHEREAS, the Legislative-Citizen Commission on Minnesota Resources has issued a request for proposals for eligible projects to be funded with Fiscal Year 2027 Environment and Natural Resources Trust Fund (ENRTF) appropriations; and

WHEREAS, the Mississippi River Learning Center project has advanced in the design process and is ready to assemble capital funding to begin implementation of project phases; and

WHEREAS, the restoration of the peninsula, including environmental cleanup, regrading, habitat creation, native plant communities, and the introduction of outdoor learning elements such as outdoor learning spaces, is eligible to receive ENRTF funding; and

WHEREAS, the Department of Parks and Recreation is requesting permission to apply for up to $3,000,000 in grant funds from the ENRTF to implement the peninsula restoration phase of the project; and

WHEREAS, if funding is awarded, the City of Saint Paul (“City”) will comply with all applicable laws, environmental requirements and regulations, and any additional conditions stated in the grant agreement and the approved LCCMR work plan; and

WHEREAS, the City certifies none of the current principals (public officials, board members, or staff that would have the authority to access or determine the use of ENRTF funds, if awarded) of the City have been convicted of a felony financial crime in the last ten years; and

WHEREAS, the City has the financial capability to ensure adequate operation and maintenance of the project once completed; now, therefore, be it
