Authorizing the Department of Parks and Recreation to enter into a five-year lease agreement with the Animal Humane Society.

WHEREAS, the Department of Parks and Recreation is the owner of property at 1115 Beulah Lane, and has leased this property to the Animal Humane Society for parking purposes for many years, and this lease will expire in December 2010, and
 
WHEREAS, the Animal Humane Society provides a community service and is the leading animal welfare organization in the upper Midwest, providing comprehensive programs and services to citizens of Saint Paul and others as well, and
 
WHEREAS, the Department of Parks and Recreation and the Animal Humane Society wish to enter into a new, five (5) year lease for the nominal sum of $1.00; and
 
WHEREAS, the use predates the charter provision relating to diversion of parkland and a long term lease is therefore not a diversion under ยง86.03(b)(3); and
 
WHEREAS, the use by staff and visitors of the Animal Humane Society will allow the valuable educational and animal welfare services to continue; and
 
NOW, THEREFORE,      BE IT RESOLVED, that the Saint Paul City Council finds that the granting of a five year lease for parking purposes at 1115 Beulah Lane to the Animal Humane Society for the sum of $1.00 has a public purpose and authorizes the appropriate City officials to execute the attached lease.
