Approving the Mayor’s appointment of Council President Rebecca Noecker to the Saint Paul Port Authority Board of Commissioners for a temporary term beginning on September 24, 2026.

WHEREAS, Minnesota State Statute 469.050 (Subdivision 1) states that the Saint Paul Port Authority Board of Commissioners (“Board”) consists of seven (7) commissioners, two of whom must be members of the Saint Paul City Council, appointed by the Mayor with the consent of the Council; and
WHEREAS, Councilmember Nelsie Yang currently serves as a commissioner on the Board and has notified the Board that she will be on leave beginning September 24, 2026 and intends to return at the end of January; and
WHEREAS Council President Rebecca Noecker expressed an interest in serving as a commissioner on the Board while Councilmember Yang is on leave and is currently a Saint Paul City Council member representing the Second Ward; and
WHEREAS, Mayor Her wishes to appoint Council President Rebecca Noecker to the Board during the time that Councilmember Yang is on leave, said term to begin on September 24, 2026; now, therefore be it
RESOLVED, that the Saint Paul City Council consents to the appointment of Council President Rebecca Noecker as a commissioner on the Saint Paul Port Authority Board for a term beginning September 24, 2026.
