Canvassing the returns and declaring the results of the City General Election held November 4, 2025.

 

Body

WHEREAS, the Council of the City of Saint Paul, together with its City Clerk, has duly canvassed the returns and votes at the City General Election held Tuesday, November 4, 2025, and

 

WHEREAS, it appears from said returns and the canvass thereof that the following number of votes were cast for the following office:

 

MAYOR (3 Year Term)

Melvin Carter  27611

Kaohly Her  25884

Mike Hilborn  5815

Yan Chen  6522

Adam Dullinger  1619

Write-In  166

WHEREAS, it appears from said returns and the canvass thereof that the following named persons received more votes than any other candidate for election for:

 

MAYOR

Kaohly Her  32295

 

WHEREAS, the Council of the City of Saint Paul, together with its City Clerk, has duly canvassed the returns and votes at the City General Election held Tuesday, November 4, 2025, to determine whether to adopt the proposed Administrative Citations Ordinance; and

 

WHEREAS, it appears from said returns and canvass thereof that a majority of those voting on the ballot question voted in its favor, 44,069 electors voted in favor of the ordinance and 20,560 voted against the question; and

 

THEREFORE, BE IT RESOLVED, that Kaohly Her is hereby declared elected to the Office of the Mayor and the Ramsey County Office of Elections is instructed and directed to notify her of her election and to issue and deliver to her the proper certificates of election.

 

AND BE IT FURTHER RESOLVED, that based on the results of the ballot question, the ordinance will go into effect.
