Preliminary Order setting the date of Public Hearing for February 17, 2016 to consider approval of the improvements in the Payne Avenue and Bedford Street area and to acquire the necessary property rights for completion of said improvements. (File No. 19195B Assessment No. 165204).

In the matter of the improvements in the Payne Avenue and Bedford Street area, project area includes Payne Avenue from Beaumont to Tedesco and Bedford Street from Beaumont to Tedesco.
Improvements will include roadway and lighting construction, the reconfiguration of the intersection at Payne Avenue, Bedford Street and Tedesco Street, a dedicated parking area, the shortening of roadway crossings, the utilization of a more logical path for pedestrian routing, removal of concrete medians in Payne, the addition of a center turn lane, bicycle lanes, trees and additional greenspace. Also, the necessary property rights will be acquired for completion of said improvements, as depicted on the attached Proposed Easement Map.
The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $1,100,000, financed by Sewer Utility Fuds, St. Paul Regional Water Services Funds, 8 to 80 Funds and Assessments.
2. That a public hearing be had on said improvement on the 17th day of February, 2016, at 5:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
