Amending the budget for the City Council Office Renovation Project, and approving an Internal Loan Document for the Project.
Body
WHEREAS, in 2026 the City established a budget for the renovation of City Council offices to provide, among other things, additional security, an added conference room, ADA improvements, and new furniture (the "Project"); and
WHEREAS, subsequent to establishment of the Project budget of $1,894,000, various cost adjustments have occurred, in particular an increase in the cost of the construction contract following award to the lowest bidder; and
WHEREAS, based on the said adjustments, the anticipated total project cost is now $2,257,179, thus requiring an increase of $363,179 to spending and financing; and
WHEREAS, the Administration and City Council have agreed to fully fund the Project through an advance from the City Internal Loan Fund (Fund 700) to the City Council, as provided in Exhibit A attached hereto ("Internal Loan Document"), which the City Council will reimburse, including accrued interest, from its annual budget over a three-year period; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $363,179 in excess of those estimated in the 2026 Budget; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that $363,179 is available for appropriation in the Project budget, and said budget, as heretofore adopted and amended by the Council, is hereby further amended in the particulars as indicated in the attached Financial Analysis; and be it further
RESOLVED, that the City Council hereby approves the Internal Loan Document in a form and content substantially as set forth in Exhibit A to this resolution.
