Body
WHEREAS, in accordance with Section 10 of the City Charter, Mayor Coleman presented to the City Council on August 9, 2016 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Coleman presented to the City Council on August 10, 2016 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $561,632,794 for operations and $60,935,000 for capital improvements; and

WHEREAS, the 2017 City of Saint Paul Proposed Budget included a Local Government Aid (LGA) revenue increase anticipated in a State of Minnesota special session which the State chose to forego; and

WHEREAS, the recommended maximum tax levy includes an increase from the 2017 proposed tax levy to fill the LGA gap due to the special session not taking place; and

WHEREAS, the Mayor did recommend, as part of the comprehensive 2017 financing plan for the City of Saint Paul, that the 2016 net property tax levy payable in 2017 be $112,934,130 as detailed below:
