Authorizing the Police Department to accept and amend the 2020 Special Fund Budget for the Minnesota Department of Health, 2020 Making a Difference in Minnesota grant.

WHEREAS, the City of Saint Paul, Police Department (SPPD) has been awarded the 2020 Making a Difference (MAD) in Minnesota grant from the Minnesota Department of Health in the amount of $270,000.00, starting 4/15/2020, $90,000.00 a year for the next three years ending 9/1/2021; and
WHEREAS, this grant provides funding to address the opioid overdose prevention for our licensed alcohol and drug counselor to conduct therapy, case manage, diagnostic assessments and our peer support specialist to connect with and support overdose victims and our licensed independent clinical social worker to conduct diagnostic assessments, service connections and provide therapy; and
WHEREAS, the grant has presented the agreement which for three (3) years covers 25% salary on Licensed Alcohol and Drug Counselor, 40% on Peer Support Specialist and 25% on Licensed and independent Clinical Social Worker including training, equipment, supplies and other costs ($270,000 total / $90,000 annually); and
WHEREAS, the 2020 financing and spending plan needs to be amended and activity budget added for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $270,000 in the Police Department Special Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $270,000 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
