Authorizing the Department of Parks and Recreation to enter into a management agreement with Dockside, LLC for the management services of Como Lakeside Pavilion.
Body
WHEREAS, significant community input, including an online survey, in-person meetings and on-site interviews, identified that the public's preference for the use of the Pavilion included a prioritization of community access in addition to food, beverage and recreation concessions; and
WHEREAS, a Request for Proposals based on this input was issued and the community-based evaluation committee selected Dockside, LLC Group as the successful proposal, and the City negotiated a Management Agreement with Dockside, a copy of which is attached; and
WHEREAS, the Management Agreement requires guaranteed minimum commission payments, investment in the facility, and a focus on community outreach and engagement at the facility, and contains performance metrics which the Manager must meet before the City agrees to a renewal term as well as termination provisions in the event that Manager does not meet the Agreement requirements; and
WHEREAS, the Saint Paul City Council has reviewed the Management Agreement which has been negotiated between the Department of Parks and Recreation and Dockside LLC, and finds that the public will benefit from the entry into the Agreement; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul hereby authorized the appropriate City officials to enter into the attached Management Agreement.
