Authorizing the use of project labor agreements for 2024 Public Works street and sidewalk projects.

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of City funding; and
WHEREAS, the Public Works Division of Street Design and Construction and Public Works is undertaking the following projects in 2024 with budgets over $250,000:
2024 Arterial Mill and Overlay and Pedestrian Improvements: Resurfacing arterial streets, ADA improvements.
2024 City-County Sidewalk Improvements: Pedestrian improvements and sidewalk repairs.
2024 Citywide Sidewalk Contract: Repair and replace sidewalk on City residential sidewalks and pedestrian improvements on County roadways.
2024 Residential Mill & Overlay: Resurfacing local streets, ADA improvements.
Burns and Suburban Sidewalk Infill: Sidewalk infill and pedestrian improvements.
Grand Avenue Reconstruction: Full roadway reconstruction.
Kellogg Boulevard Reconstruction Phase 2 (Capital City Bikeway): Full roadway reconstruction.
Minnesota Street Reconstruction Phase 2: Full roadway reconstruction.
Robert Street Reconstruction Phase 2: Full roadway reconstruction.
Snelling/Grand Intersection Improvements: Pedestrian and signal improvements.
WHEREAS, Public Works sent a “Request for Recommendations on the use of Project Labor Agreements” to interested parties on Friday, December 22, 2023, with one response received; and
WHEREAS, Saint Paul Building and Construction Trades Council indicated in their response that they do not wish to enter into PLAs for our projects, stating “All of these do not meet the bar”.
WHEREAS, Public Works has recommended the use of a PLA for 2024 Arterial Mill and Overlay and Pedestrian Improvements, 2024 City-County Sidewalk, 2024 Citywide Sidewalk, 2024 Residential Mill & Overlay, Burns and Suburban Sidewalk Infill, Grand Avenue Rec...
