Authorizing the Department of Public Works to continue its pursuit of accreditation through the American Public Works Association (APWA).
Body
WHEREAS, the City of St. Paul Department of Public Works is seeking accreditation status through the American Public Works Association (APWA) by complying with nationally recognized best practices of an effective, efficient and well-managed Public Works organization, and
WHEREAS, Public Works has previously entered into an Accreditation Agreement with the APWA that was approved by City Officials and representatives of the APWA on April 6, 2011, and
WHEREAS, in order to achieve accreditation status, the Department had to conduct a self assessment of the services it provides and evaluate how, when and why it provides those services, and
WHEREAS, the self assessment effort caused the Department to revise existing policies, practices and procedures and to document and develop new policies, practices and procedures related to the services it provides and how it provides them, and
WHEREAS, upon completing the evaluation and documentation of 546 best management practices, the Department has positioned itself to request an evaluation site visit by the APWA in order to determine if we meet the qualifications for accreditation status, and
WHEREAS, the APWA requires any Public Works agency seeking accreditation to present its findings to members of its governing body, and to the constituents it serves, by means of a Public Hearing or other public meeting forum, so
THERFORE BE IT RESOLVED, that Department of Public Works has concluded its self assessment and is now ready to be evaluated for accreditation by a team of Public Works Professionals, and is authorized to request a site visit by APWA, and
BE IT FURTHERED RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that Public Works be authorized to pursue accreditation status from the APWA based on the results and completion of...
