WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of City funding; and

WHEREAS, the Public Works divisions of Street Engineering and Construction, Sidewalk Section, and Traffic Engineering are undertaking the following projects in 2025, and 2026 federally funded projects, with budgets over $250,000:

2025 Arterial Mill and Overlay and Pedestrian Improvements: Mill and overlay with pedestrian improvements
2025 Residential Mill and Overlay and Pedestrian Improvements: Mill and overlay with pedestrian improvements
Central Safe Routes to School: Pedestrian Improvements
Chelsea Safe Routes to School / Federally Funded: Pedestrian Improvements
Como Safe Routes to School: Pedestrian Improvements
Crossroads Safe Routes to School / Federally Funded: Sidewalk Infills
Jackson Street Reconstruction: Full Street Reconstruction
Lexington/Jefferson/Edgcumbe Traffic Signal Replacement: Signal Replacement with Pedestrian Safety Improvements
Maryland Avenue Traffic Signal Enhancements / Federally Funded: Traffic Signal Replacement and Revision, Fiber Optic Interconnect, and CCTV Cameras
