Title

Approving application to the Minnesota Board of Water and Soil Resources (BWSR) for Disaster Recovery Assistance Program (DRAP), as authorized by Minnesota Statutes 12A.05, in the amount of $4.5M to address unstable slopes and ravines along the Brickyard Trail area of Lilydale Regional Park, and if funds are granted, accepting the funds and entering into grant agreements as are necessary to implement and complete the project.

 

Body

 WHEREAS, the City of Saint Paul is committed to providing safe recreational opportunities to its residents while protecting our natural environments, including the revered Mississippi River, making Saint Paul one of the most livable cities in the United States; and

 

WHEREAS, BWSR has received disaster relief funding from FEMA from the 2014 disaster declaration for Ramsey County; and

 

WHEREAS, BWSR contacted the Department of Parks and Recreation and suggested we apply for said FEMA DRAP funds to begin implementing recommendations in Barr Engineering’s Stormwater Management and Slope Stability Study of January 2015; and

 

WHEREAS, the Brickyard Area within Lilydale Regional Park continues to heavily erode after rainfall events; now, therefore, be it

 

RESOLVED, by the Council of the City of Saint Paul, that support is hereby granted for the Department of Parks and Recreation to submit application to BWSR, and if funds are granted, accept the funds and, after conducting a public process that gives community members the chance to learn about and give input on the project, enter into grant agreements as are necessary to implement the project on behalf of the City of Saint Paul in compliance with all applicable laws, and staff is authorized to apply for reimbursement from the grant funds approved for the project herein.
