Approving the application for change of ownership of the Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000524-2026) now held by JJJ & L LLC d/b/a Vina Vietnamese Restaurant for the premises located at 756 Cleveland Ave S.
Body
WHEREAS, JJJ & L LLC d/b/a Vina Vietnamese Restaurant applied for a change of ownership of the Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000524-2026) for the premises located at 756 Cleveland Ave S.; and
WHEREAS, on January 22, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of February 6, 2026; and
WHEREAS, on January 27, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, on January 21, 2026, the Department received an email from Highland District Council stating their support for the issuance of the license; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership for a Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000524-2026) is hereby approved and issued to JJJ & L LLC d/b/a Vina Vietnamese Restaurant for the premises located at 756 Cleveland Ave S. with the following license conditions:
1. Per City of Saint Paul Legislative Code § 409.13(a)(2), On-sale wine license shall mean a license authorizing the sale of wine not exceeding fourteen (14) percent alcohol by volume, for consumption on the licensed premises only in conjunction with the sale and service of food (menu item only). The sale of Malt (Strong) will also take place only in conjunction with the sale and service of food.
