Approving the donation of Paddle Share station back to the Mississippi Park Connection for re-use among other partner organizations.
Body
WHEREAS, the Department of Parks and Recreation partners with the National Park Service to bring Mississippi River Paddle Share to Saint Paul and other network cities along the Mississippi; and
WHEREAS, Saint Paul has upgraded its stations and equipment to five stations, 26 kayaks, and all necessary gear (paddles, life jackets, ADA supports) for access to the Mississippi River and Pickerel Lake; and
WHEREAS, Saint Paul has old model stations, valued at $10,000, that are no longer usable or suit the needs of the Saint Paul program; and
WHEREAS, Saint Paul Administrative Code §2.02 (G)(6) a.3 allows the City to donate surplus materials and supplies to a bona fide charitable, educational, religious or fraternal nonprofit organization for a nominal or no consideration upon a resolution of the council determining that said transfer of surplus and/or obsolete materials and supplies is related to the function of government, serves a public purpose, and is for the benefit of the community as a whole; and
WHEREAS, the non-profit, Mississippi Park Connection, as administrator of Paddle Share can redistribute old model stations into the Paddle Share partnership network; and
WHEREAS, the City of Saint Paul originally received the goods as a donation from Mississippi Park Connection; and
WHEREAS, the City Council finds that the donation of this surplus equipment will ensue that the equipment continues to be used by the public for recreational purposes and will benefit the community as a whole; now, therefore, be it
RESOLVED, that the City Council hereby donates one station for the Paddle Share program back to Mississippi Park Connection.
