Title

Authorizing the Police Department to accept the 2025 Community Policing Development Microgrant from the U.S. Department of Justice, Office of Community Oriented Policing Services; authorizing the execution of the grant agreement and amending the 2026 grant budget and add activity budget.

Body

WHEREAS, the Saint Paul Police Department (SPPD) received approval to apply for the 2025 Community Policing Microgrant (RES 25-1006) from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS); and

WHEREAS, the SPPD has been awarded $85,502 for a grant term of October 1, 2025 through September 30, 2027; and

WHEREAS, grant funding will support the Police Department’s efforts to respond to chronic situations such as unhoused people in downtown Saint Paul by improving communication and cooperation between the SPPD and agencies that carry out outreach, access and referrals; and

WHEREAS, this grant will help fund overtime and indirect costs for the Police Department for this initiative; and

WHEREAS, the 2026 financing and spending plans need to be amended and activity budget added for these funds; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $85,502 in excess of those estimated in the 2026 budget; and 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor to accept the Community Policing Microgrant grant from the U.S. Department of Justice and approves these changes to the 2026 budget as amended on the attached financial analysis.
