Authorizing the use of Project Labor Agreements for 2026, and federally funded 2027, 2028, and 2029 Public Works projects
WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File 09-584 for projects involving $250,000 or more of city funding; and
WHEREAS, the Public Works Divisions of Street Engineering and Construction, Bridge Engineering, and the Sidewalk Section are undertaking the following projects in 2026, and federally funded 2027, 2028, and 2029 projects with budgets over $250,000:
Alley Reconstruction: Alley repaving
Arlington Avenue Reconstruction Phase 1: Road reconstruction with off-street trail and sidewalk infill
Chelsea Heights Safe Routes to School: Pedestrian improvements
Citywide Sidewalk Improvements: Mainline sidewalk replacement across various neighborhoods
City-County Sidewalk Improvements: Mainline sidewalk replacement across various neighborhoods
Earl Street Reconstruction Phase 1: Road reconstruction
Kellogg Boulevard Capital City Bikeway Phase 3: Road reconstruction and bike trail
Minnehaha Avenue Bridge Replacement: Bridge and road reconstruction
Minnehaha Avenue Reconstruction: Road reconstruction
Payne Avenue Pedestrian Improvements: Pedestrian improvements
Pelham Boulevard Reconstruction: Road reconstruction with off-street trail and sidewalk infill
Randolph Avenue Bridge Replacement: Bridge and road reconstruction
Residential Mill and Overlay and Pedestrian Improvements: Mill and overlay with pedestrian and bikeway improvements
Saint Anthony Arterial Mill and Overlay: Mill and overlay with pedestrian and bikeway improvements
