Legislative Hearing Staff Comments: I reviewed the roof photos with the Steve Ubl, the Building Official, to find out what the interior conditions may be based on the failure a section of the roof. He noted the roof has pulled away from the soil stack and the 2nd exterior wall abutting the area. The failure of the roofing members has likely developed over approximately a 5-year time period. The openings at the soil stack and the wall have allowed water infiltration for a number of years which would undermine interior walls and finishes and second story floor joists. The extent of the building's electrical system involvement is unclear, but the electrical within the affected walls would be compromised. Lastly, given the length of time that water infiltration has been a problem, there is very likely (significant) mold development. -MM

WHEREAS, in the matter of the Appeal of Daniel Beck to a Notice of Condemnation as Unfit for Human Habitation and Order to Vacate at 1274 EDGERTON STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant to December 8, 2017 to vacate the property; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
