Title

Authorizing the proper City officials to enter into a Joint Powers Agreement with Ramsey County to exercise their common and cooperative powers to support the operation of emergency shelter facilities.

Body

WHEREAS, the City of Saint Paul (“City”) and Ramsey County (“County”), acknowledge the need to respond to unsheltered homelessness in the communities they jointly serve and that a coordinated partnership will accelerate assistance to these communities; and

 

WHEREAS, pursuant to Minn Stat. Section 471.59, two or more governmental units, by agreement entered into through action of their governing bodies, may jointly or cooperatively exercise any power common to the contracting parties or may provide for the exercise of such powers by one or more of the participating governmental units on behalf of the other participating units; and

 

WHEREAS, the City and County have determined that it is in the best interests of the parties to enter into a Joint Powers Agreement (“JPA”) to exercise their common and cooperative powers to support the operation of emergency shelter facilities; and

 

WHEREAS, the City and County desire to enter into this JPA defining their respective rights, duties and liabilities in supporting the operation of emergency shelter facilities.

 

NOW THEREFORE, BE IT RESOLVED by the Saint Paul City Council, that the appropriate City officials are hereby authorized to execute the Joint Powers Agreement in substantially the form as attached.
