Recognizing Nicolle Newton’s Five-Year Career as the Executive Director of the Housing and Redevelopment Authority and Director of the Department of Planning and Economic Development

WHEREAS, Nicolle came to the City of Saint Paul from Oklahoma during the COVID19 Pandemic on August 5, 2020; and
WHEREAS, Nicolle has championed high quality operations, transformative development across the City founded in equity and inclusion and focused on expanding opportunities for businesses to thrive and secure housing availability to every resident; and
WHEREAS, Nicolle has been vital in implementing the City's Inheritance Fund and securing financial and operational support for major projects including major housing developments, business assistance and expansions, and catalytic redevelopment projects throughout Saint Paul; and
WHEREAS, under Nicolle’s leadership the Department of Planning and Economic Development has improved program operations, increased diverse perspectives and leadership outcomes, championed and advocated for cross-functional engagement in budget development and management across HRA and OFS as governing bodies energizing coordination and collaboration with PED's Leadership Team; and
WHEREAS, Nicolle came to us during the pandemic and will leave us during the citywide digital security incident; consistently delivering unprecedented results through uncertain times, holding firmly to ideas of inclusion, career development and support, innovative engagement, solution design and implementation; and
WHEREAS, Nicolle has explored every corner of Saint Paul and enjoyed live music throughout the city, including music venues ranging from large concert facilities to colleagues backyards; and therefore
BE IT RESOLVED, the Housing and Redevelopment Authority Board of Commissioners thanks Nicolle Newton for her dedication and public service to the people, business owners and partners of the City of Saint Paul.
