Granting a 180 days of City Council File RLH RR 26-3 ordering the rehabilitation or razing and the removal of the structures at 118 MANITOBA AVENUE.

WHEREAS, City Council File RLH RR 26-3 which ordered the rehabilitation or razing and the demolition of the structure of 118 Manitoba Avenue within 180 days after the May 6, 2026 City Council Public Hearing. Owner, J Vang was given until November 10, 2026 for the completion of the repairs; and,
WHEREAS, on July 20, 2026 new potential purchasers, Laichee Yang & Ethan Vang, reached out to our office stating they are interested in entering into a purchase agreement with J. Vang for the rehabilitation of the building and J Vang has no intention of doing the rehabilitation himself anymore;
WHEREAS, the Legislative Hearing Officer requested a Legislative Hearing on September 15, 2026 under SR 26-189 to review this case again and consider granting 180 days for the rehabilitation of this property as requested documents in the context of the following were submitted and approved:
1. work plan, sworn construction statement, or scope of work that addresses all items on the Code Compliance Inspection report. This should include signed subcontractor bids and a schedule for completion of the project;
2. evidence of financing sufficient to complete the rehabilitation. Financing could be business or personal accounts, a line of credit, or construction loan. Other types of financing will be reviewed on a case by case basis.
3. affidavit indicating the finances will be dedicated to completing the project and not diverted until a code compliance certificate is issued.
4. New $5,000 Performance Deposit posted with the Department of Safety and Inspections
5. Property must (continue) to be maintained; Now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter, granting 180 days for the completion of the rehabilitation ...
