Establishing financing and spending plans in the Department of Parks and Recreation for Como Regional Park and Mississippi River Trail Capital Improvement Plan projects funded through the Metropolitan Council Clean Water Land and Legacy Amendment.
WHEREAS, City Council is typically requested to approve project grant applications that include
preliminary project budget estimates (CF 14-38); and
WHEREAS, final grant amounts awarded may be more or less than this original estimate based on a specific formula determined by the Metropolitan Council and adjusted at the time of actual grant award; and
WHEREAS, under the Minnesota Session Laws of 2013 which includes an appropriation to the
Metropolitan Council for Regional Park and Open Space Development grants; the following grants were awarded to the City of Saint Paul, Department of Parks and Recreation:
1. In Como Regional Park, fund up to $515,000 for Estabrook Road reconstruction and lighting upgrades.
2. Fund up to $860,000 for a MnDOT-identified and supported Mississippi River Trail regional connection from Harriet Island Regional Park to the Mississippi River Trail in Dakota County; and
WHEREAS, it is the intention of the Department of Parks and Recreation to establish financing and spending plans in the 2014 Capital Improvement Budget for said Metropolitan Council grants; and
WHEREAS, Parks and Recreation will provide construction management and implementation
services for the projects; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $1,375,000 in excess of those estimated in the 2014 Cap...
