Authorizing the City of Saint Paul to accept the $23,582,254 federal Coronavirus Relief Fund (CRF) aid from the State of Minnesota to address the COVID-19 pandemic, and amending the 2020 budget to incorporate this funding.
Body
WHEREAS, since March 1, 2020 the City of Saint Paul (the “City”) has incurred unplanned expenditures and substantially different expenditures than budgeted due to necessary response to and mitigation efforts for the COVID-19 pandemic; and
WHEREAS, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27, 2020 in response to the COVID-19 pandemic; and
WHEREAS, the CARES Act established the Coronavirus Relief Fund (CRF) and the Department of Treasury has distributed $150 billion in aid to eligible units of government, including the State of Minnesota; and
WHEREAS, on July 7, 2020 the State of Minnesota allocated $23,582,254 of CRF funds to the City of Saint Paul; and
WHEREAS, according to the CARES Act and the State of Minnesota, the CRF funds may be used for expenses that are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019, were not accounted for in the budget most recently approved as of March 27, 2020, and were incurred during the period that begins on March 1, 2020, and ends on November 15, 2020; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter and by receipt of the CRF funds, certifies that there is available for appropriation funds of $23,582,254 in excess of those budgeted in the Grant Fund in 2020; now, therefore, be it
RESOLVED, that the City Council of Saint Paul does hereby authorize the City to accept the CRF funds, amend the budget as described in the attached financial analysis, and authorizes the appropriate City officials to execute agreements and take any other action necessary to carry out this resolution.
