Approving the official name St. Paul - Changsha China Friendship Garden for the new garden in Phalen Regional Park, and including the Chinese name of Liu Ming Yuan depicted in three Chinese characters, the Hmong name of LUB VAJ PHOOJ YWG, and the poetic name of St. Paul - Changsha China Friendship Garden of Whispering Willows and Flowing Waters.

WHEREAS, the City of Saint Paul owns Phalen Regional Park property; and
WHEREAS, the Minnesota China Friendship Garden Society (Society) has been actively working since 2010 to fundraise for construction of a cultural garden in Phalen Regional Park; and
WHEREAS, the Department of Parks and Recreation is developing a new garden at this site; and
WHEREAS, the Society requests approval for the English name of the garden to be St. Paul - Changsha China Friendship Garden; and
WHEREAS, the Society requests approval to provide a Chinese name of Liu Ming Yuan depicted in three Chinese characters, ? ? ?, reflecting the many willow trees within Phalen Regional Park and their symbolic meaning in Chinese culture; and
WHEREAS, the Society requests approval for a Hmong name of LUB VAJ PHOOJ YWG which translates to "The Garden of Friendship;" and
WHERAS, the Society requests approval for a poetic name of St. Paul - Changsha China Friendship Garden of Whispering Willows and Flowing Waters reflecting the beauty of the site; and
WHEREAS, the Saint Paul Parks and Recreation Commission is an appointed body established to advise the Mayor and City Council on long-range and city-wide matters related to Parks and Recreation; and
WHEREAS, Saint Paul Parks and Recreation Commission Policy #7, Naming Parks and Recreation Sites, 2012 Update, provides criteria for naming of parks, and this recommendation complies with the spirit of the policy; and
