Approving a Special Law enacted by the Minnesota State Legislature during the 2020 Regular Session allowing the City of Saint Paul to issue a temporary intoxicating liquor license on the grounds of the State Capitol on both days of the Twin Cities Marathon.

WHEREAS, during the 2020 Regular Session of the Minnesota Legislature, the State of Minnesota enacted 2020, Laws of Minnesota, Chapter 103 - S.F. No 2130, Section 13 (“Special Law”) which allows the City of Saint Paul to issue a temporary intoxicating liquor license to Twin Cities in Motion, or its successor organization, if any, authorizing the sale of intoxicating liquor on the grounds of the State Capitol on both days of the weekend of the Twin Cities Marathon; and
WHEREAS, the Special Law requires the City of Saint Paul to comply in a timely manner with Minnesota Statutes Section 645.021, which requires approval by resolution of a majority vote of all members of the governing body or unit; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, the Special Law pursuant to the provisions contained herein, is in all things adopted and approved; and be it
FINALLY RESOLVED, that the City Clerk, as the chief clerical officer of the City of Saint Paul, is directed to prepare and file with the Secretary of State, in a form prescribed by the Attorney General, a certificate stating the essential facts necessary to the adoption and approval of this law in compliance with Minnesota Statutes Section 645.021, Subdivision 3.
