Amending the use of grant funds through the Neighborhood STAR Year-Round program for the Northeast Neighborhood Development Corporation.
Body
WHEREAS, on November 18, 2015, the Neighborhood STAR Board reviewed a Neighborhood STAR Year-Round grant request from Northeast Neighborhoods Development Corporation (NENDC) for a Rice Area Small Business Sub-Grant Program; and
WHEREAS, the Neighborhood STAR Board rated this project a 4.09 on a scale from 1 (low) to 5 (high); and
WHEREAS, on February 3, 2016, Resolution #16-190 approved a $50,000 grant for this initiative; and
WHEREAS, on September 12, 2018, the Neighborhood STAR Board reviewed a request from NENDC to expand the scope of work to include program eligible updates on two community centers and eliminate the match requirement for these additional neighborhood investments; and
WHEREAS, due to the community significance of this project, amending the scope of work and waiving STAR Guidelines regarding the required minimum dollar for dollar match is being recommended; and
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
