Appeal of Heidi Schwarze, Unilev Management Corp o/b/o Bureau of Alcohol, Tobacco and Firearms, to a Fire Inspection Correction Notice at 30 SEVENTH STREET EAST.

 

Date/Time of 1st LH: February 27, 2018; 1:30 p.m.

Purpose of Appeal: Appeal item #5 only. Tenant is a federal law enforcement agency with heightened security requirements for their released space. Secure interview rooms are used for temporary detention of suspects and require multiple layers of security to ensure that those being held are not able to escape custody and enter the Tenant's premises. Agents are with suspects at all times and are equipped with both an access card and key to exit the room. Locks are fail-safe and will release during loss of power and are also tied into the building fire alarm system to release in case of fire emergency.

WHEREAS, in the matter of the Appeal of Heidi Schwarze, Unilev Management Corp o/b/o Bureau of Alcohol, Tobacco and Firearms to a Fire Inspection Correction Notice, at 30 SEVENTH STREET EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal if the 3 conditions listed below pertaining to the interview room are in compliance by April 9:

 

1) quick response sprinklers;

2) automatic door lock release in the event of alarm condition;

3) automatic smoke detectors within room tied to alarm system; Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
