WHEREAS, on August 19, 2025, pursuant to Section 11(e) of the district cooling franchise (City Ordinance CF 07-1109 adopted December 12, 2007, and modified by City Ordinance CF 13-45, adopted September 25, 2013), District Energy St. Paul, Inc. filed a rate change notice as of October 1, 2025, with the City:

 

Two-Part Rate:

 

                     Demand: $34.53 per ton per month

                     Energy: $0.110 per ton per hour

 

Transition Rate: $0.455 per ton per hour; and

 

WHEREAS, on August 19, 2025, pursuant to Section 6(e) of the district heating franchise (City Ordinance CF 07-1108 adopted December 12, 2007, and modified by City Ordinance CF 13-45, adopted September 25, 2013), District Energy St. Paul, Inc. filed a rate change notice as of October 1, 2025, with the City:

 

Single & Transition Rate: $0.0758 per kilowatt per hour

 

Two-Part Rate:

 

Demand: $6.63 per kilowatt per month

Energy:    $29.00 per megawatt-hour

 

NOW, THEREFORE BE IT RESOLVED, the Mayor and the City Council acknowledge the receipt of this notice and direct the Office of Financial Services, the City Attorney’s Office, and Council Operations to review and analyze the rate changes, and report back to the City Council on its findings within 180 days.
