Approving the use of Neighborhood STAR Year-Round Program funds for projects in Ward 2, 4and 5.
Body
WHEREAS, on August 10, 2011 the Neighborhood STAR Board reviewed proposals from the Saint Paul Parks and Recreation Department in collaboration with the District 6 & 17 Planning Councils to replace playground equipment in Como Regional Park and downtown Saint Paul at 4th & Sibley, and skate park equipment in Front Park; and
WHEREAS, these proposals provide for capital improvements in Ward 2, 4 & 5 enhancing children's play area opportunities immediately and over time; and
WHEREAS, it is the intent of the Mayor and Saint Paul City Council to participate in the financing of these activities by providing a total of $556,251 in grant funding from the Neighborhood STAR Program; and
WHEREAS, because these proposals are of substantial community significance, a waiver of the STAR Guideline regarding the required $1 to $1 non-city matching funds for each Neighborhood STAR Program proposal is recommended;
NOW, THEREFORE BE IT RESOLVED, the Council authorizes and directs the appropriate City officials to execute the appropriate grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, the Saint Paul City Council authorizes and directs staff of the Department of Planning and Economic Development to proceed with all other actions necessary to implement this Resolution.
