Title

Authorizing the Police Department to accept the 2027-2029 Auto Theft Prevention Program Dedicated Investigator grant from the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension authorizing the execution of the grant agreement and amending the 2026 grant budget and adding activity budget.

Body

WHEREAS, the Saint Paul Police Department (SPPD) received approval to apply for the 2027-2029 Auto Theft Prevention Program Dedicated Investigator grant from the State of Minnesota, Department of Public Safety (RES 26-404); and

WHEREAS, the SPPD has been awarded $309,000 for a grant term of July 1, 2026, through June 30, 2029, with no match requirement; and

WHEREAS, the grant funding will support the Police Department’s efforts to combat motor vehicle theft and allow funding to offset wages and training for an investigator dedicated entirely to automobile theft; and

WHEREAS, the 2026 financing and spending plans in the grant fund need to be amended and activity budget added for these funds; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $53,000 in excess of those estimated in the 2026 budget; and 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor to accept the 2027-2029 Auto Theft Prevention Program Dedicated Investigator grant from the State of Minnesota, Department of Public Safety and approves these changes to the 2026 budget as amended on the attached financial analysis.
