Authorizing the Department of Public Works to apply for $50,000 from the Minnesota Pollution Control Agency’s Local Climate Action Implementation Grant Program, which has a match requirement, for energy efficiency upgrades at the Solid Waste & Recycling Facility.
Body
WHEREAS, the City of Saint Paul’s Climate Action and Resilience Plan, adopted in December 2019, established the goal of achieving carbon neutrality in municipal operations by 2030; and

WHEREAS, a decarbonization plan was developed for the Solid Waste & Recycling Facility in 2025 that recommended a collection of building improvements, including upgrading the water heater and pressure washer systems with electric options and installing industrial destratification fans, which will improve energy efficiency and reduce operational emissions at the facility in alignment with City climate goals; and

WHEREAS, the Minnesota Pollution Control Agency made funding available in state FY2026 through the Local Climate Action Implementation Grant Program to support jurisdictions with implementing plans of action that reduce local contributions to the causes of climate change; and

WHEREAS, the Department of Public Works requests permission to apply for a $50,000 grant with a term of June 2026 - June 2027, and the funding source for this grant is the State of Minnesota; and

WHEREAS, the grant requires 50% matching funds, and the source for these funds is from the 2026 Operating budget for the Public Works Solid Waste & Recycling Division; and

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the agreement; now, therefore, be it
