Authorizing the Police Department (SPPD) to submit an application for funds under a Request for Proposals for the 2025 Intensive Comprehensive Peace Officer Education and Training (ICPOET) Grant Program, issued by the Minnesota Department of Public Safety (DPS).

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, the Minnesota Department of Public Safety (DPS) has released a Request for Proposals for the 2025 Intensive Comprehensive Peace Officer Education and Training (ICPOET) Grant Program; and
WHEREAS, the grant, if awarded, will cover up to $50,000 each for as many as five SPPD-selected candidates to participate in a cohort program being held from February to July 2025 that allows them to complete requirements to qualify for a license to become a police officer in Minnesota; and
WHEREAS, this program is similar to that from which a grant was awarded to the Police Department earlier this year and accepted in RES PH 24-101; and
WHEREAS, this grant program does not require matching funds; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the Police Department may submit an application for funds under a Request for Proposals for the 2025 Intensive Comprehensive Peace Officer Education and Training (ICPOET) Grant Program, issued by the Minnesota Department of Public Safety (DPS).
