Authorizing the Police Department to apply to the High Intensity Drug Trafficking Areas (HIDTA) Discretionary Grant Program from the Office of National Drug Control Policy to support supplemental equipment for narcotics enforcement.
Body
WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, the Police Department would like to apply to the High Intensity Drug Trafficking Areas (HIDTA) Discretionary Grant Program from the Office of National Drug Control Policy, which ; provides assistance to law enforcement agencies - at the federal, state, local, and tribal levels - that are operating in regions of the United State that have been deemed as critical drug trafficking regions; and
WHEREAS, grant funding will support vehicle trackers and associated service contracts to be used by the Gang Unit for drug enforcement; and
WHEREAS, the grant amount would be up to $4,200 with a grant term of 7/1/2025-12/31/2026 and the funding source for this grant is federal; and
WHEREAS, there is no required match of these funds by the City; and
WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it
RESOLVED, that the Saint Paul City Council authorize the Police Department to apply for the High Intensity Drug Trafficking Areas (HIDTA) Discretionary Grant Program.
